When you cannot go over any speedbump. No matter how short or how much of an angle you try it at.
When your round swaybar is completely flat on the bottom.
When you cant put a skidplate on your car because there isn't room between the car and the road for the skidplate...

in my opinion, you can never be too low; however one downfall to being extremely low, that i've faced in the past, is receiving many parking tickets because you can't pull into your own driveway, so you're forced to park on the street over night.

-you still rub on smooth and flat roads
-hate going into fast-food drive throughs because of the ridiculous amount of speed bumps in just a 30yard span
-cause traffic in parking structures because you can't snake it going up or down the ramps because of the opposing car thats coming up or down the ramp the same time as you
-your butthole clenches whenever you know you're about to hit something bad
-scissor jacks and 2x4s are your lowpro jacks best friend
-you have burns on your fenders from too much tire rubbing
-your mud flaps have been shaven down an inch or two..or maybe has gone missing..

man, when i had my civic, i had a flat front tire one time. my lip was resting on the ground. i counted drive the front wheel onto a 2x4 and my lowest low-pro jack was 1" too tall for the front pinch weld. i had to drive the rear wheel onto a 2x4, put a low-pro under the rear pinch weld then jack the car up enough so i could get my other jack under the front pinch weld. longest. tire change. ever.

Honda pinch welds r dumb. When I was barely tucking tire (on 13's with airplane tires) I couldn't get a jack under the pinch welds without pulling up on the fender.

Your never too low even when:
Bump stops get smashed over top bolt.

All projects require 2+ jacks ( and you have a dented gas tank from a low pro. )

You make bits of road go into your engine bay and flip over and break you belts.

Blow a tire drifting, and have to use the lowpro on the tow hook.
Ground clearance kinda disappears when you blow huge 205/60/15 tires.

This pic also represents why I will never buy expensive wheels. I like driving hard.
